Cast on friendly town or colony adjacent to at least one non-structure, non- water square, and not adjacent to any enemy minions. Up to two random adjacent non-structure squares become water. (Each minion drowns (dies) in water when water is created, when minion enters square, at start of turn, before movement, and before combat, unless minion has Waterwalk. Water blocks movement unless group has Waterwalk.)
